Bon Secours has begun construction on Norfolk's first freestanding emergency department (ED), expanding the health ministry’s commitment to improving access to care and bringing high-quality medical services closer to home for residents across the community.

The ED will be located on the first floor of 155 Kingsley Lane and is expected to open in late 2027. The Virginia Department of Health approved the project through the Certificate of Public Need process in February 2026.

The ED will include nine treatment rooms, provide 24/7 emergency care as well as diagnostic services. The facility will feature the same technology, clinical standards and level of care found in Bon Secours' hospital-based emergency departments and will be staffed by experienced emergency medicine physicians and clinical teams. Patients requiring hospital admission or a higher level of care will be transferred to the appropriate hospital.

Designed to improve geographic access to care for Norfolk's more than 240,000 residents, the new facility will provide another convenient option for patients seeking treatment for life-threatening emergencies, sudden illnesses, injuries and other urgent health needs.
Patients should seek emergency care for:

  • Life-threatening conditions, including heart attack symptoms, stroke symptoms and trouble breathing
  • Medical problems that come on suddenly, such as fainting, seizures, severe allergic reactions, dehydration or sudden changes in vision
  • Major injuries, including burns, broken bones, dislocations or head injuries
  • Severe pain or trauma
  • Uncontrolled bleeding
  • Poisonings and overdoses
